As a teenager Carly was part of Little Orphan Annie (LOA), a CIA funded experiment that sought to turn orphans into smarter soldiers. When the experiment ended, the enhancements as well as all memories were suppressed, but Carly's memories came back. Angry, she found a way to get her LOA strengths back and made it her mission to hurt those who hurt her.

Carly kidnapped Danny Bridges, and when Angie and Nate were sent to rescue him, she injected Angie with something that gave her terrifying nightmares. Over the next few months, the spies had many confrontations with Carly and her two colleagues, Ben and Marissa. And every time, due to their enhanced senses, strength and intelligence, Carly came out on top. Finally, when Carly broke into the CIA's London office, she was captured. It was discovered that she was part of Harris Butler's plan to get close to Dylan Stone. The spies were so distracted by Carly, he was able to swoop in and have Dylan kidnapped.
