Long time CIA agent Butler served as Nate's handler. He can be very demanding and strict, becoming angry when rules or ignored or he feels disrespected. 

the series so far
It was Butler's idea for Nate to work with IIA. The two started to clash as Nate began to adapt to IIA's more relaxed way of conducting business. But all along Butler, despite being a role model to Nate, was the man behind Carly Santro's attack on the CIA. He worked on LOA, and wanted to reactivate the program's "perfect" speciman, Dylan Stone. He succeeded in doing just that, and when confronted by Nate, shot him in the chest.
