Patrick, just like his younger sister Liz, grew up wealthy. Both rebelled against their family, with Liz presumably becoming a police officer and he becoming a criminal. As small time as they come, he's never once been arrested or been to jail.

the series so far
Liz ran into him while on a mission, and pulled strings to get him off scot free. He lived with her for awhile after that before leaving and taking many of her possessions with him to pay off debts. He reappeared months later needing help yet again. This time he'd fun afoul of some gangsters and was caught in the crossfire of a shooting. IIA brought him in and placed him in Witness Protection for his own safety.

As he is in Witness Protection, even Liz doesn't know his whereabouts.
